The story

He didn't buy a bike.

Frank wanted to go faster than everyone in the park. Bikes cost money and needed a lock. So one morning he grabbed the front axle, hooked a shoe on the pedal and simply became one.

There's a saddle. Nobody has been brave enough to sit on it. He has been rolling ever since, and people who see him pass tend to stop what they're doing.
